No. Once you've made your RDV scene anyone can view it at no extra charge. In the web enabled environment the RDV viewing component will be downloaded free of charge to whoever wants to view your scene.
RDV is based on ActiveX control technology which requires installation on the viewing computer. You will need initially to accept the installation to be able to view the scenes.
You could use RDV to render out each picture frame by frame but it would be a much better idea to just send them directly the RDV scene and the offline viewer install.
